OPERATOR'S CERTIFICATE FOR USE OF SCISSORS PLATFORM
With the decision of the Ministry of Education Board of Education and Discipline dated 22/12/2020 and numbered 43, the "Personnel and Load Lifter Construction Machine Operator Training Course Program" was accepted. This course program has been prepared for individuals who have reached the age of 19, have completed at least primary school and/or primary education level, and meet the conditions specified in the Directive on Construction Equipment Driver Training Courses of the General Directorate of Private Education Institutions.
This course program has been prepared in order to train qualified personnel and load lifter (basket crane, scissor lift platform, …) construction equipment operators that the sector needs, to increase the quality of the trainings given in this field in our country in line with the developments in the field, and to contribute to the professional development of individuals who want to practice this profession. During the course, which lasts for 60 hours in total, the trainees will be subject to detailed training on the following subjects.
1. Working in accordance with occupational health and safety rules, environmental protection measures and quality requirements,
2. Comprehending the types and usage areas of construction machinery,
3. Having knowledge about Machinery Transport and Traffic Safety Legislation,
4. Working in accordance with the requirements of professional ethics,
5. Carrying out professional development activities,
6. Making the preparations of the machine for the work to be done,
7. Making general controls of the machine,
8. Carrying out the transfer of the machine,
9. It is ensured that they perform lifting and loading operations and receive training on their activities. ” and “Self-propelled work equipment is used by employees who have received appropriate training in the safe use of such equipment.” says.
10. Carrying out the operations of parking and storing the machine.
Regulation on the Vocational Training of Persons to be Employed in the Dangerous and Very Dangerous Classes; Schedule of Jobs for Vocational Training Article 79 “Transporting, unloading and loading works of more than sixty kilos with three- and four-wheeled and pedal trolleys.” It imposes a vocational training obligation on the subject and states that “Those who will actually be employed in the jobs listed in Annex-1 must have one of the following documents appropriate for the job they are doing: c) Operator license and driver's license issued by the Ministry of National Education or the institutions authorized by the Ministry of National Education, ” .
Therefore, it is obligatory to obtain an operator certificate in the use of "Personnel Booster".
IS IT NECESSARY TO WEAR A SEAT BELT WHEN USING THE SCISSORS PLATFORM?
While the personnel risers are controlled by the control panels on the platform, the smallest vibration on the ground has a great effect on the platform and many work accidents occur due to falling. Climbing platform railings, hanging from guardrails, etc. movements are also restricted during safety use. For this reason, it is recommended to use seat belts during the use of scissor lifts.
